Why not go all the way round the track! Did they get lost and realise they weren't on a public road and decided to U-turn.

Well, definitely not 'during' a racce. My guess is that it was a staged drive-around by the Street View car on a track day, or during a break on a race weekend. Based on the number of people close to the track and corners, it's definitely not a 'hot track' situation. Additionally there's no way the Street View mobile would be able to keep up with the cars ahead of it in the shots (and the view is too high for it to be from a racecar).

Just a minor correction: it's Monterey, with one r. Monterrey (with 2) is a city in Mexico.
