Seems fake.
Did the joggers not see it? If you were jogging and saw an apparition - would you run through it?
You got to search for the freakin link of the video for hours and then all you see is a 4cm x 4cm screen.
The ghost in this video could be a blue plastic bag or smoke for all I know.
Here's a hint BBC: Next time you make a report on ghost sighting have something that look more like this.
