*Update: Commenter "Martha Allen is fat" points out that the race being run in the video is a steeplechase, and says that the barrier is called a "steeple," not a "hurdle." Wikipedia offers this information about steeplechase barriers (which is clearly correct, as demonstrated in the video): "Unlike those used in hurdling, steeplechase barriers do not fall over if hit."
