This is (was) "Inversion," an art project in Houston, Tx whereby an artist stripped the siding from a to-be-torn-down building and created a temporary art installation. After a few weeks, it was torn down and a new building is currently in its place.

yeah, it's the art league of houston as kurt said. the house they built on top of it has a coffee shop in it that is really lame and not what you would expect from the building owned by the art league of houston.
