This reminds me of the WOBO (world bottle) that was developed by Albert Heineken of the Heineken beer family in the 1950s. He designed a brick shaped bottle that could be used as building material once the content had been consumed. The manufacturing of the bottles was limited and only a small shed, and a double garage were built with the material. Both structures are located on the Heineken estate at Noordwijk, near Amsterdam. The buliding shown from Russia just has the butt ends of the bottles plastered onto the outside of the buliding. Moni A's link however has the real deal - whole bottles used to build structures.
