These soldiers are drilling in formation. One shoots the beret off of another, who seems unfazed. Either he has nerves of steel or doesn't realize what happened.
During my very short lived JROTC military "career", the first thing we were taught while drilling was to check the chamber. Safety first. We would drill with old bolt action Springfields. No one ever got shot. Also, those guys don't look very in sync. Not the best drill team I've ever seen. Maybe that's why one of them shot the beret off another.
We used blank 30.06 cartridges in our M-1 rifles during training exercises in the Army. They had a plastic plug instead of a bullet. Not a good idea to fire it at someone in close range.
Yes they are blanks. They are in a populated area after all and what goes up must come down. But there is still a rather hard wad of material coming out at bullet speeds that will do some damage at such a close range. It was a misfire. The guns were being charged/cocked and it wasn't supposed to be fired until they shouldered arms. Bet the guy who lost his had had a few words to say off camera about the incident.
